Are there any general guidelines to assist in deciding with which of the following – “Sura, Madya (alcohol), hot water, milk or meat soup” – one should consume it? (I’m mainly looking to understand the properties/effectiveness of various ‘carriers’ in Ayurveda).

When we discuss property of each liquid, then it will be a lot clearer.
In general, if it is used in weak and debilitated patients, or in children / elders, milk is used. In such a weak patient, if there is need for improving body weight, then meat soup is selected.
If patient is otherwise strong and only some help in digestion is required, then hot water is used.
In a very tired patient with mental stress, alcohol is used as adjuvant.
